Comme en 2010 et en 2011, encore un article sur le bal WKR… espérons que ce soit le dernier !

En Autriche, la tradition des bals témoigne d’une splendeur passée, liée à l’Empire austro-hongrois. Il y a le bal de l’opéra bien sûr – le plus connu –, mais aussi le bal des chasseurs, le bal des juristes, des médecins, des sous-officiers… et encore, depuis 1952, celui de la Fédération des corporations pangermanistes (‘Burschenschaften’). Historiquement ces associations liées aux universités ont joué un rôle positif dans l’unification de l’Allemagne (1871) et dans la défense de la liberté d’expression. Seulement, avec la montée du nazisme, la plupart d’entre elles se sont mises au service du grand Reich… et en ont conservé l’idéologie ! En 1945, alors que les corporations les plus dangereuses étaient interdites en Allemagne, l’Autriche qui renaissait en se présentant frauduleusement comme le pays « première-victime-du-nazisme » n’accomplissait même pas ces pas pourtant élémentaires vers la dénazification. Non seulement ces Burschenschaften se sont développées en Autriche mais le bal qui les rassemble chaque année est devenu au fil du temps le point de rencontre de toute l’extrême droite européenne, le ventre fécond de la bête immonde. Que ce soit le Vlaams Belang belge, l’Ataka bulgare ou le Jobbik hongrois, tout ce petit monde semant la peste brune virevolte au son des violons dans la « Hofburg », le plus prestigieux palais de la ville où réside le Président autrichien. Néo-libéralisme oblige, c’est une société privée qui gère la location des lieux et, c’est bien connu, l’argent n’a pas d’odeur, même lorsqu’il sent très fortement l’épidémie brune. Cette année, parmi les invités… une certaine Marine Le Pen, venue s’entretenir au passage avec le deuxième vice-président du Parlement autrichien, Martin Graf, du parti du sémillant leader Heinz-Christian Strache (41 ans), successeur de Jörg Haider (décédé en 2008 suite à un accident lorsqu’il conduisait avec 2g d’alcool par litre le sang).

Ce Martin Graf fait bien partie d’une de ces nombreuses corporations, dont les membres (forcément masculins) se reconnaissent en général par leur cicatrice au visage, obligatoirement faite à l’épée, selon des rites d’une autre époque. La Burschenschaft Olympia à laquelle Graf appartient, et qui perdure depuis 1859, est devenue un groupement ouvertement néo-nazi. Ils se sont notamment illustrés en invitant en 2005 un négationniste notoire, David Irving, pour une soi-disant « conférence ». Sur leur site, on lisait il y a peu « En tant qu’Allemand, on peut être fier de bien des choses. C’est là que l’expression ‘n’oublions jamais’ prend tout son sens. ». Car cette année, si dans la plupart des pays ont commémore le 27 janvier le 67^ème anniversaire de la libération d’Auschwitz, les plus représentants de l’État autrichien ont préféré, plutôt que de se recueillir ou de débusquer les anciens nazis qui restent dans le pays, autoriser ce rassemblement de fachos (dénomination aussi concise que précise).

Précisons ici que Martin Graf a été élu à son poste avec les voix des deux partis qui président actuellement aux destinées de l’Autriche, le SPÖ des sociaux-démocrates et l’ÖVP des conservateurs chrétiens. Pire encore, le bureau du Président Heinz Fischer (SPO) a fait savoir la présidente du Parlement, Barbara Prammer, allait remettre elle-même à Strache une des plus hautes distinctions honorifiques du pays, la « grande décoration en or avec étoile ». Bien que ce dernier se soit indigné contre les distributions généreuses de titres honorifiques, il a annoncé qu’il avait accepté cette décoration car, dans son cas, « c’était bien mérité ». Il estime même qu’il aurait dû être décoré, après dix ans d’activité parlementaire et non quinze.

Et l’Europe-garante-de-la-démocratie-sur-le-continent, comme réagit-elle ? Rien ! En l’an 2000, il y avait bien eu quelques petites sanctions mais depuis, il y a eu les percées de partis similaires en Italie, aux Pays-Bas, en Bulgarie, en Lettonie, en Suisse… et bien sûr en Hongrie. Les organisations internationales comme l’Unesco ne sont pas plus réactives… au contraire ! A la mi-janvier, la commission autrichienne a décidé de placer la tradition des bals au patrimoine culturel immatériel de l’humanité. Après tout pourquoi pas ? Seulement, dans la liste des bals représentatifs, on ne trouvait pas le bal de l’opéra… mais le bal WKR des fachos ! Devant le tollé suscité, l’Unesco n’a rien trouvé de mieux que de retirer tous les bals, alors qu’il aurait été simple de n’en enlever qu’un. Alors il reste les citoyens et le monde politico-associatif. Vendredi 27 janvier au soir, environ 6000 personnes se sont réunies par -2°C pour protester (photos). Malheureusement, les tambours des manifestants étaient loin de perturber les valseurs, confortablement protégées par les forces de l’ordre qui semble bien établi en Autriche.

 Résumé en français : On compte en Autriche environ 30 000 personnes se déclarant Chinoises, dont un tiers de ressortissants chinois inscrits au consulat de Chine. Ils travaillent souvent dans la restauration, avec des niveaux d’intégration différents. Dans le quartier où ces restaurants et épiceries sont regroupés on trouve aussi une librairie et quelques associations. Cependant, l’arrondissement concerné (5ème) a refusé qu’une porte du dragon soit installée pour délimiter un “Chinatown”. L’article dresse le portrait de quelques personnes rencontrées et signale les rares manifestations prévues pour lenouvel an chinois.

Selon la très sérieuse International Geothermal Association (IGA), l’Autriche produit actuellement environ 1MW d’électricité en exploitant la chaleur de la terre (géothermie). A Bad Blumau, par exemple, les thermes conçues par Friedensreich Hundertwasser sont autonomes en électricité. A priori, ce pays richement doté de montagnes n’a pas vraiment besoin de telles sources d’énergie mais la géothermie fait partie des sources d’énergie d’avenir à ne pas négliger et l’Autriche entend faire état de ses compétences techniques (voir cet article sur la production d’électricité en Autriche – rapidement : l’hydroélectrique compte pour plus de la moitié de la production et suite à un référendum datant de 1978, le pays a décidé de ne pas se lancer dans la production nucléaire d’électricité).

A partir de 2014 ce sont 40MW qui doivent être produits à côté de Vienne, à Aspern, grâce à une source d’eau chaude à 150°C située à 5000m sous terre. Cette énergie sera utilisée pour chauffer 40 000 logements ou entreprises.

Le site nazi-leaks.net a dévoilé au début de l’année 2012 le fichier client de l’entreprise Thor Steinar. Cette démarche s’inscrit dans le cadre d’une action de grande envergure menée dans une guerre sur l’internet contre les sites néonazis ou sympathisants (illustration ci-contre).

Surprise (?), on apprend que le député du FPÖ Matthias Venier fait partie des clients réguliers, tout comme quatre policier qui passent régulièrement commande avec leur adresse prénom.nom@polizei.gv.at ! On avait déjà vécu en janvier 2009 l’affaire des t-shirts néonazis commandés par des parlementaires du parti d’extrême droite FPÖ et livrés au Parlement avec comme pays de livraison “Ostmark”, soit le nom que les nazis avaient choisi pour l’Autriche annexée (cf. ce billet).

Du côté du ministère de l’intérieur, on annonce que les policiers impliqués seront “convoqués”… pour donner à leur supérieur des tuyaux sympas pour quelques petites emplettes ?

Votre facteur vous souhaite un joyeux Noël et une bonne année

Surprise dans la boîte aux lettres : une petite carte de notre facteur avec son nom au dos et une deuxième carte, pré-affranchie, pour souhaiter des voeux à n’importe qui en Autriche. Sympa ! En France les facteurs sont mal traités et se risquent à un peu de porte-à-porte au moment des fêtes de Noel pour vendre des calendriers. Ici c’est le facteur qui fait un p’tit cadeau, sympa ! Pourtant, je les vois souvent contraints de distribuer de la pub, des filiales ferment, mais l’ambiance demeure définitivement moins morose qu’en France.

PS / suite aux commentaires reçus sous Facebook au sujet de ce billet, j’ai appris qu’il était d’usage de laisser dans sa boîte une petite enveloppe à l’intention du facteur, contenant des “étrennes”. Je l’ai fait ce matin (16/1/12) et j’ai récolté un beau “Herzlichen Dank!” sur une des enveloppes de mon courrier du jour.

Daniel Dor and Isolde Charim - Vienna, 6 Dec. 2011

Daniel Dor was invited in Vienna on 6 December at the Bruno Kreisky Forum for international dialog. He works at the Department of Communication of the Tel Aviv University and plays a major role in the protest movement “Occupy Israel” that started in July 2011. His fascinating speech took place in a series “Democracy Reloaded” conceived by Isolde Charim. She mentioned that the Bruno Kreisky now defines itself as a public think tank and it is true that it has become over the years a real space for constructive debates. Regarding Israel, for instance, I had the pleasure to attend to the lectures given by Esther Benbassa, Shlomo Sand and Avraham Burg (see my review on E. Benbassa’s book, the report on S. Sand’s conference or the one on A. Burg‘s).

Optimism

As a former leftist activist (he was at the Center for the Protection of Democracy), he said that even if the government attacked the movement and demolished most of the tents, the State might have won a battle but not the war. The movement that started on 14 July (like the French RevolutionJ) on the Rothschild Avenue of Tel Aviv should not be conceived as a protest that only took place in this city. Up to 300,000 people demonstrated in Tel Aviv but there was also, for instance, 50,000 protesters in Jerusalem and – an interesting fact – 20,000 in a city like Beersheba which is definitely not known for its tradition of demonstration. It is in this city (almost at the entrance of the Negev) that D. Dor saw an interesting sign on a wall: “We are the people we’ve been waiting for” (see opposite).

Between parliamentary and participative democracy

New modes of organization and communication have been developed. Whereas in many former protest actions the demonstrators experienced difficulties to communicate together, a useful language of signs has been implemented in the J14 movement (crossed arms when one disagrees, rolling arms to signify repetition and so on). A former journalist, Daniel Dor also analyzes the movement he is taking part in. Together with Lia Nirgad they established a “Social Guard”, sometimes also translated as “Social Watch” (the first denomination, used by Dor during his talk in Vienna, reminds a bit of the Red Guards!). It has become a mix of parliamentary and participative democracy: citizens enroll to attend to all the commissions of the Knesset and detailed reports are published. The idea is to open the “black box” which represents the Parliament. A bunch of law specialists help them to gain legal access to the meetings and many citizens declared themselves willing to attend. For Daniel Dor, this corresponds to the Kantian idea of democracy: people want to think by themselves. There was undoubtedly a need for free speech combined with a need for action. Today, the only tent that still exists is in front of the Knesset, for the Social Guard.

Dor explained that all political parties tried to appear supportive of the movement but all their representatives were banned from the tents. The government answered with the creation of a committee (the Trachtenberg committee) but it did not fool the demonstrators. Asked about the idea to create a new party, he answered he wants to keep the diversity of backgrounds that makes the strength of the movement. He hopes that the whole political spectrum will move to the left.

Occupy Israel… occupying the West Bank

One of the satisfying results of the movement is that questions like gender equality are taken as facts and are no more issues to be discussed: it has become taken for granted for the demonstrators (whereas for many leftists it used to be a issue to address). On the other hand, there are important issues which were not tackled because it would a lead to an explosion of the movement “within a second” (as Dor said). One of them is the question whereas Israel should be defined first as a democratic or a Jewish State. To him there is a contradiction in this alternative and this cannot be discussed within the movement. It is precisely because this question was eluded that none of the people who joined the tents movement felt excluded. Arabs and settlers were demonstrating together with liberal and religious Jews. We could even see signs stating “Jews and Arabs refuse to be enemies”. The issues were quite down-to-earth, starting with the price of dairy products or housing. Demonstrators felt a sense of solidarity with all those who have difficulties to pay their rent, regardless of their ethnicity. At this occasion, leftists discovered for instance that among the settlers, the majority of them were just families who could not afford living in the 1967 Israel frontiers (Dorr estimates that less than 10% of the settlers are warmongers ready to die for this land).

Of course, the J14 movement is somehow connected with other protest movements that took place in Madrid, Santiago de Chile, Athens or even in the Arab countries. Some demonstrators dared using signs with “Mubarak Assad Netanyahu”, “Tahrir Place Rothschild Avenue” or “Walk like an Egyptian”. The others movements in France or Spain put a condition to a further solidarity with the J14 movement: they had to express their criticism of the occupation of the West Bank. Understanding that their movement would, there again, collapse “within a second”, they eluded the issue.

And what about the “Shakshuka System”?

Dor has the feeling that the movement already changed the society. He heard for instance a woman saying that if she does not get a descent place for her family to live in, she will not send her sons to the army… a very strong statement in a country where its army, the IDF, has become for many citizens an essential part of the Israeli identity. In Nazareth, tents surrounded by an Israeli flag and a red one have been installed between the older city (Arab inhabitants) and the Jewish part of the city (Nzareth Iliit). Next to the Social Guard, cooperatives have also been created… but the economic aspects are not always put at the core of the protest. If Israel has become the third country in the world for military expenditures per capita (behind the United Arab Emirates and the United States), it is also because of the cost of the occupation.

The need for social justice was at the core of the protest movement but did the demonstrators deal with the fact that a few families own most of Israel’s wealth? This was the topic of a film by Ilan Aboody, The Shakshuka System, shown during the last Jewish Film Festival in Vienna (thanks to the artist Tal Adler). I asked Daniel Dor if “nationalization” was for example a word evoked by the demonstrators or in their political offspring, the Social Guard, but he did not answer, because we had already talked during two hours. I will try to ask him per email ( see below).

In any case, I strongly recommend any talks or article you could find by Daniel Dor and it was a great idea to invite him in Vienna at the Bruno Kreisky Forum! Weiter so für die Veranstalterinnen!

Email from Daniel Dor from January 16th: “There is a general sense that nationalization could be part of the solution, as part of the problem is rampant privatization of services that were formally run by the state, but there’s also a lot of suspicion around the idea – the last wave of protest in the 70s was very much around state control, so, you know, it’s complicated. The more interesting route that a lot of people take is that of co-opeartives – groups of people organizing local co-operative soslutions in different areas.” => TODA DANIEL!

"Mode d'emploi en allemand disponible à la caisse"

A nouveau un interlude photographique (cf. celui-ci) avec cette photo prise dans le magasin Matha (cf. ce billet). Voilà qui ferait frémir les électeurs d’extrême droite : dans ce magasin de produits que nous appelons encore “exotiques”, des statuettes chrétiennes sont reléguées sur la dernière étagère. Une affiche annonce que pour ces curieux objets de culte, une notice en langue allemande est disponible à la caisse. C’est vrai que personnellement, je ne saurais quoi faire avec ces statuettes !

Les Vert sont actuellement au pouvoir à Vienne, avec les sociaux-démocrates, et c’est en grande pompe qu’ils ont annoncé les nouveaux tarifs qui entreront en vigueur en mai 2012 : 365€ la carte annuelle payée comptant (+10€ pour les personnes à revenus modestes qui payent en dix fois), 45 € pour la carte mensuelle (contre 49 actuellement) et augmentation des tarifs pour la carte à la semaine (de 14 à 15€), la carte ‘Klima’ utilisable sur huit journées au choix (de 28,80 à 33,80€, +17%), le ticket simple 2€ (au lieu de 1,80€), etc. Celui ou celle qui est habitué à prendre son vélo et n’utilise le métro que les jours de grand froid ou de forte pluie (comme votre serviteur)… se retrouve pénalisé par cette politique prétendument écologique. Pire encore, l’amende pour les voyageurs sans ticket passe de 70 à 100 € ! Il faut savoir qu’un automobiliste qui passe un feu au rouge ne paye en Autriche que 36 € (cf. ce tableau), alors qu’il met en jeu la vie d’autrui. A Vienne, voyager sans ticket coûte environ trois fois plus cher que brûler un feu rouge… cela donne à réfléchir.

Vienna’s 12th district, Meidling, tends to be a very interesting place to live in. It is of course very convenient, with the enlarged railway station in the vicinity of the Schönbrunn Palace, and it is also really getting more and more cosmopolite. The Matha Supermarket, for instance, opened twelve years ago: they’re selling now about 12,000 products coming from Asia, India, Africa or South America and they are currently expanding. Last Summer they also opened a travel agency and in November they took over a beauty shop close to the subway station.

This is where I met Yu Yun Chang, the only employee of the Matha company who works at the beauty shop. Since most of the people from the supermarket are from Kerala, the South West State of India, I was astonished to see a Chinese woman. Yu Yun is born in Kolkata, like her two parents. It is only one of her grandfathers who came from China to India and today the chinese community in India is estimated at 200,000 people. She belongs more precisely to the Hakka people (80 million people worldwide) who are known to be endogamous. At the age of 23, in 1992, Yu Yun came to Vienna to join her husband who was already living in the Austrian capital. They both became Austrian citizens even their German is not perfect and they today they speak a mix of Mandarin, Hakka and German with their 13 year old daughter. Yu Yun worked as a hair dresser, took classes to learn German but still encounters difficulties to find a job in an Austrian hair salon. This is why she started to work for the Keralan owner of the Matha company, speaking a mix of English and German with them.

Babu Kudiyiriukal

Before being allowed to take a picture of her, I had to ask the two bosses and this is how I enjoyed chatting with Babu Kudiyiriukal and Joby Maramangala. Both in their early forties, they first worked as male nurses in Viennese hospitals before they could work at Matha. They overtook the direction of the shop for a few years and eight to nine people are now working for the shop. The travel agency they opened for a few months is running pretty good and they plan to open a snack bar (Imbiss) in the next year. I already enjoy the samosa or the biryani that they sell but the supermarket does not sell a lot of fresh products, apart from the vegetables, or the Indian sweets (I recommend the laddu they have). Each Wednesday, they also have fresh fish for very good prices (I tried most of them and was never disappointed). Clients are coming from Africa, Philippine, Latin America or Europe and the employees speak German, English, Malayalam (spoken in Kerala), Hindi, and some of them also speak Tamil (as there is a large Tamil community in Kerala). Babu was proud to mention they sell the hottest clili in the world, the bhut jolokia.

Matha is definitely a place to discover, to buy exotic products of course, but also to discover the cosmopolitan part of Meidling! You can start with their website…

C’est une analyse que j’espère rigoureuse et sans concession de la place prise par les religions en Autriche et des controverses qui les entourent (il n’est pas seulement question de la religion catholique). Cet article a été rédigé dans le cadre d’un numéro spécial sur l’Autriche des années 2000 (les “noughties”)…

En français il existe aussi une revue consacrée à l’Autriche, Austriaca, fondée par le grand Felix Kreissler en 1975. Malheureusement, contrairement à Austrian Studies qui est une véritable revue de rang international avec évaluation par les pairs, faisant l’objet d’appels à contribution, Austriaca est édité par deux universitaires qui se limitent à leur réseau de collègues et amis.
